Prior to the first provincial law of 1908, cities may have had ordinances requiring motor vehicles to be licensed, and it appears that Winnipeg certainly did so as of 1906.  The 1908 law killed off all local registration ordinances.

The first automobile, a three-wheeled Knox, arrived in 1901.  The Winnipeg Automobile Club was formed in 1904, and by 1906, it had 120 members.  A news article in the Manitoba Morning Free Press on August 8, 1906, mentions that "The number of automobile numbers issued from the license office is 201."  No plates or further details are known.
