Cumberland News, 7/28/1943:
"...Elgin reported Maryland already has in storage
approximately 300,000 sets made in 1941...He said the plates
now on hand could be made to cover with a surplus the 425,000
needed for the state's vehicles by using one tag of each set
and altering one numeral of each duplicate."
The Evening Sun (Baltimore), 3/15/1944:
"As Commissioner of Motor Vehicles W. Lee Elgin explained
the situation: The plates now being distributed were
placed in envelopes in 1941 but were stored away when the
corner tab was adopted. When the single plate was decided
upon, one license plate was taken out of each envelope
re-stamped and placed in a new envelope that didn't have
the two-plate instructions printed on it."
