Began 1/1/1960.  Issued to out-of-state trucks, required to pay
gasoline tax for the miles driven in Maryland, to avoid any
loss of revenue by truckers tanking up in other states before
crossing through Maryland.  Issued in response to West Virginia's
Road Tax permit, which began 7/1/1959.
