The 1905 state law specifically excluded motorcycles, which were left to city and county authorities to license.  Undated motorcycle discs are known from Long Beach and Upland, with another from Redlands being reported.  In Los Angeles, an ordinance was passed in 1909 requiring a disc and a city-issued undated porcelain plate.  Oakland had motorcycle ordinance proposals in 1910 and 1912, as did Fresno in 1908, but it is not certain if any passed.

 

State-issued motorcycle plates began in 1914 along with passenger plates, but issued singly.  Numbers progressed from #1 to 9999, then #A000 to A999, and so on as needed, using all letters except I and O.  The highest known 1914 motorcycle plate is #Q285, which translates to at least 24,285 issued.  1914 motorcycle dealer plates were marked only by a diamond symbol, and the highest known plate is #853 (#925 has also been reported).
