State motorcycle licensing began in 1903 at the same time automobile licenses were required. There would be no way to physically identify motorcycle plates since they were issued in the same number sequence as all other motor vehicles. Shortly after Minneapolis passed an ordinance authorizing city-issued leather plates, the city ordered 150 smaller motorcycle plates in June 1908. State-issued motorcycle plates began in 1909, along with passenger plates, and they were issued in pairs. The highest known 1909 motorcycle plate is #830.
