Chapter 522, passed March 24, 1916, established pairs of plates.

According to an opinion of the Attorney General, the state was

required to issue pairs of plates for all registrations issued

from June 17, 1916, on.  Registrations issued before the new

law took effect on June 17 were allowed to continue displaying

only a single plate.
