According to Benton Harbor News Palladium 10/4/1940 article, a
commissioned officer assigned by the garrison will serve as a
special branch office manager effective 11/1/1940.  6,000 cars
were expected to be registered for a $1 fee, for use by
permanent members of the garrison, upon surrender of their old
plates which would be reissued to them upon departure.
