Monthly Staggered Registration began 1/1/1949, expire "JUN 49"

to "MAY 50".  New registrations since assigned same month of

next year if registered up to the 15th of the month, or

previous month of next year if registered after the 15th.

Optional Two-Year Registration began July 2000.
