VERMONT

No city automobile registration ordinances or license plates are known prior to the first state motor vehicle registration law which took effect in early 1905.  Speed limits, the most pressing issue relating to early automobiles, were established by a state law passed November 18, 1902.  This act probably took the pressure off cities to pass and enforce ordinances regulating motor vehicles.  Manchester appears to have been the only city to have had a speed limit ordinance for motor vehicles prior to the 1902 law.
