OVERFLOW SERIES
In 1941, Comanche had 11,313 registrations, so they issued "1" prefix plates
after #19-9999.  Borrowing assumed also for 1942-43 (Cleveland 10,280 regs.)
and 1945 (Garfield 10,748 regs.).  The "0" county prefix was apparenty issued
in 1946-47 (Cleveland 11,827 regs., Comanche 10,209 regs., Garfield 13,026
regs.), and continued in 1948 (Comanche 10,963 regs.).  A letter after the
county code was used in 1949-55.  (See Misc. 1 page)
