Issued to new registrations only 7/15/1941 to 3/31/1942, with half-year

expirations available, thus "12-31" and "41" tabs issued.  Issued to

renewals 4/1/1942, with all owners receiving the same numbers as 1941/42.

#65-000 shown in News Journal (Wilmington) article on 7/15/1941.

According to the Baltimore Sun 7/27/1941, numbers began at #65-001.

The News Journal (Wilmington) 7/18/1941 reported that the first plate in

Wilmington was sold that morning, #65-836.  "12-31-41" 66-316 seen.

Pairs discontinued 7/1/1943.  Highest pair verified:  71-923
