   Z. D. Atkins was elected as PSC Commissioner for Middle Tennessee
   in November 1964 to fill a partial term, and reelected in November
   1968 and November 1974 to 6-year terms.  He became Chairman of the
   3-person Commission in January 1967, off and on through 1980.

for counties such as Washington whose stock of passenger car tags ran
out just before the new shipment, County Court Clerk Marion Carr
explained yesterday...An estimated 400 of the unusual issue have been
sold in the 1,000 stamped in the state prison plant for ALL counties to
use the last few weeks of the old tag year, Carr said.  They are only
in the passenger car category."
