THIS SITE |
Currently, 40 of the 50 states have their plates made in their own
in-house prison systems. But in the early years of motor vehicle
registration, plates were usually produced by private companies,
with contracts typically awarded to the lowest bidder annually.
Since this was public information, it was frequently published in
local newspapers. Thanks to this, we have identified the
manufacturers of 90% of all U.S. plates made by private companies.
The first prison-made plates were in 1917 in Oklahoma and Pennsylvania.

Universal Metal Products Corp. was formed in St. Louis in 1960 from
two other recent acquisitions of parent company Universal Match Corp.,
one of which was S. G. Adams. On 2/1/1961, it was reported that
Customade Products Corp., a subsidiary of Universal Match, would be
manufacturing plates at Customade's recently completed plant in
Conway, Ark. On 3/2/1962, Adams and Stoltz purchased the assets of
Metal Stamping Corp. in Conway. Customade had owned the equipment
of Metal Stamping until it was purchased in 1961 by G. H. Billue of
McPherson, Kansas.

In 1929, President Hoover signed the Hawes-Cooper Bill into law,
prohibiting the sale of convict-made goods outside of a prison's
home state. Prisons had five years to comply. The law was
passed 1/19/1929, effective 1/19/1934, and repealed in 1978.
Nebraska was able to circumvent this law in 1938-41 by trading
plates to Wyoming in exchange for Wyoming-produced goods
such as blankets in 1940 and binder twine other years.
