VARIATIONS
1906:     Front and rear have different designs.
 
1909:     Type 1 - Porcelain, far slots      1 -  693  (693 S)
          Type 2 - Porcelain, near slots   703 -  845  (143 S)
          Type 3 - Cardboard              1023 - 1100   (78 S)

1911-12:  1-3-digits have thinner "LICENSE" than 4-digits.
 
JULY 1914:  1-2-digits, 3-digits and 4-digits have 3 different
            "LICENSE" sizes.

1914/15,  1-4-digits have 1 1/4" wide end-bands, tall legends;
1915/16:  5-digits have 1" wide end-bands, short legends.

1915/16:  Type 1 - Sunken numbers      1 - 3333, 5675 - 16455
          Type 2 - Raised numbers   3501 - 5462           (1,962 P)
         (Dated "1914-15" prototype? 13011)

1916/17:  1-4-digits have wide bands; 5-digits have slightly
          thinner end-bands.
          20000-24999 seem to have slightly thinner digits spaced
          closer together.  23572 has notched "5" unlike 19559.

1926-29:  1-4-digits read "WEST VA." instead of "WEST VIRGINIA".

          steel plates ran out (238-696 highest steel seen).

            sticker.  MAY to DEC 2002 issued dated 2002 plates.
            Some OCT to DEC 2006 backdated from 2007.
            Comma dropped in slogan starting with JAN 2019 plates.
