    Undated Orange/Black Base issued August 1956 to May 1959.
    Each county began at #1000 in its first prefix (except Hunterdon
    began at WR), or continued where its 1952 6-character series left
    off, if any.  In early 1958, as county series became depleted,
    remaining stock was redistributed as needed to any office, then
    FA-FZ and RA-RM was issued statewide during 1958-59.
